microsoft transfer manager not sending reports

Microsoft Transfer Manager not sending reports

Hi all, I seem to have problems with drivers not being automatically installed and my wireless card causing Vista to chuck a hissy fit and crash every time i try and plug it in. So I filled out the error reports but when I try and transfer them with the Microsoft Transfer Manager it gives me the "error code = 12019". What could this mean? Have they disabled sending reports temporarily or something?
